President Barack Obama said Monday he will sidestep Congress and develop a plan of executive actions he can take to address illegal immigration. Brandishing a stick to House Republicans, Obama said he will act later this summer if they refuse to allow immigration bills to come to a vote. Obama said officials at the Justice Department and other agencies would prepare a list of additional steps he can take by later this summer and then he will act on their recommendations. Obama said he will immediately divert funds from other programs to help bolster security along the border with Mexico. There has been a surge of illegal Central American immigrants, many young children without parents, coming into Texas in recent months. A White House official told reporters earlier Monday that House Speaker John Boehner informed the White House last week that the House of Representatives would not vote on immigration reform this year.
